Richard A. "Rick" Neff, 69, of Upper Tulpehocken Township, passed away Thursday, August 7, 2025 in his residence. He was the husband of Joan M. (Seaman) Neff. They were married November 7, 1987 and celebrated 37 years of marriage.

Born in Reading, he was the son of the late Allen W. and Gladys I. (Keffer) Neff. He graduated from Reading High School in 1974. Rick was a US Navy Veteran. He worked for 30+ years as a mail handler with the United States Postal Service in Reading. Rick enjoyed racing; especially dirt track racing and NASCAR. He enjoyed taking photos of race cars; and had some of his photography featured in Dirt Track Digest. He had driven a late model race car. He would travel up and down the east coast attending different races; and enjoyed bowling; and roller skating. When his children were little, he was a coach for their sports teams. He also loved the beach. He was a member of the Keystone Social Club, Hamburg, where he was in the bowling league; and was a member of Eastern Motorsports Press Association.

Surviving in addition to his wife is a daughter: Melissa I. Neff, companion of Michael Danner, Kutztown; a son: Anthony J. Neff, a member of the United States Navy in Jacksonville, FL; a brother: Harold J. Neff, Reading; two step-brothers; and a step-sister.

Funeral Services will be held Tuesday, August 12, 2025 at 1:00 pm from Leibensperger Funeral Homes, Inc., 223 Peach Street Leesport, PA 19533. Burial will follow in Indiantown Gap National Cemetery, Annville. A viewing will be held from 12:00 to 1:00 pm in the funeral home.
