James P.
Troutman
July 29, 1946 – January 6, 2026
James P. Troutman, 79, of Hamburg, passed away Tuesday, January 6, 2026, peacefully in Penn State Health St. Joseph Medical Center, Bern Twp. He was the husband of Patricia M. (Miller) Troutman. They were married April 7, 1969 and celebrated 56 years of marriage.
Born in Pottsville, he was the son of the late Benjamin and Elmira (Merrick) Troutman. He graduated from Pottsville High School in 1966; and later received some credits from Reading Area Community College. He was a US Navy veteran serving with the Seabees. James was the Berks County Clerk of Courts for 36 years; from 1987 until January 1, 2024. He was a former president of the Hamburg Area School Board; District Justice in Hamburg; and a GOP Committeeman. He was elected to serve on the Berks County Prison Board; Planning Commission; and was selected as a delegate for the GOP Convention of 1996 in San Diego, California. Politics was one of his favorite hobbies. He was currently serving the Borough of Hamburg as a councilman. In his spare time, he enjoyed woodworking, boating, and vacationing in Brigantine, NJ. He is survived by his brother: Benjamin I. Troutman, Hendersonville, SC; and the second love of his life, his canine companion: Cowboy.
Funeral Services will be held Sunday, January 11, 2026 at 5:00 pm from Leibensperger Funeral Homes, Inc., 223 Peach Street Leesport, PA 19533. A visitation will be held from 3:00 to 5:00 pm in the funeral home. Burial will be held Monday, January 12, 2026 at 10:00 am in Indiantown Gap National Cemetery, Annville. Those wishing to attend the burial should meet for a procession on Monday at 9:00 am, at Leibensperger Funeral Homes, Inc., 65 S. 4th Street Hamburg, in the rear parking lot. In lieu of flowers, memorial contributions may be sent to: Animal Rescue League of Berks County, 58 Kennel Rd., Birdsboro PA 19508, or St. Jude's Children's Hospital, 501 St. Jude Place, Memphis, TN 38105 in Jim's name.
